FAQs

  • Are the buried cables just laid in open trenches and covered with soil?
    No. Many years ago FPL moved to installing cables inside conduits. The shift from direct-buried-cable systems to cable-in-conduit systems drastically reduced the outages caused by hard objects piercing the cable insulation. The typical installation method used today to install the conduits is directional boring (also called horizontal drilling). Two small pits are dug about 400 feet apart typically, and a steel rod is pushed into the ground from one pit to the next. The rod is guided by a plate on the end that can be rotated to turn the rod up, down, or sideways as needed. An electronic tracking device tells the operator exactly where the end of the rod is at any time. Upon the steel rod arriving at the pit 400 feet away, conduits are attached to the steel rod and pulled back to the first pit. These are typically dug by hand to minimize disturbing the property and/or owner's landscaping.
  • Are the underground cables and connections to be installed, suitable to be installed in wet locations or suitable to be continuously under water?
    Yes. the cables are approved for those wet locations and frequently installed below the water table. Water can improve the dissipation of heat and improve the cable's performance. The connections made in the splice boxes are also rated for underwater use.
  • Are there dollar limits that govern the purchasing procurement method?

    Yes. They are as follows:

    A department head, with prior approval of the town manager, may make or authorize others to make procurement of supplies, services or construction items in amounts less than $3,000.00 per vendor, on a routine basis to maintain work flow and services. If the vendor is under contract with the town, the purchase shall be from that vendor, unless extenuating circumstances exist which make it impractical or undesirable to purchase from that vendor. For purchases less than $3,000.00, there shall be no need to obtain quotations. The purchases are to be reviewed quarterly by the financial specialist and the finance department for adherence to competitive and fair purchasing practices.

    Prices for purchases between $3,000.00 and $10,000.00 shall be submitted in writing from the vendor or firm submitting the quotation. Purchases estimated to cost between $10,000.01 and $34,999.99 will be written and submitted by the vendor or firm quoting. Where oral quotations are received, rather than written quotations, documentation of reasons for infeasibility of written quotations shall be noted and authorized by the financial specialist prior to the purchase. Every effort will be made to obtain a minimum of three (3) or more quotations for purchases estimated between $3,000.00 and $10,000.00. Every effort will be made to obtain a minimum of six (6) or more quotations for purchases estimated between $10,000.01 and $34,999.99 for goods, supplies, material and equipment; and $10,000.01 to $100,000.00 for public works projects. Any purchase that is anticipated to exceed $35,000.00, except as allowed for public works projects, shall be posted on an electronic notification service. The town manager shall further notify the town commission of any public works projects anticipated to exceed $35,000.00 procured under this subsection.

Administrative Directive Policy

EFFECTIVE DATE:  January 27, 2026

SUBJECT

Fair Housing and Affirmatively Furthering Fair Housing

I. Policy Statement

The Town of Longboat Key (“Town”) is committed to ensuring fair housing choice and equal opportunity in housing and related services. In accordance with the Fair Housing Act, Title VIII of the Civil Rights Act of 1968, as amended, and applicable federal regulations, the Town hereby adopts this administrative directive policy to Affirmatively Further Fair Housing (AFFH).

The Town shall administer its programs, policies, and activities in a manner that does not discriminate on the basis of race, color, religion, sex, national origin, familial status, disability, or any other class protected by federal, state, or local law.

II. Regulatory Authority

This administrative directive policy is adopted in compliance with, but not limited to, the following federal regulations:

24 CFR §§ 5.150–5.152, including:

    • 24 CFR § 5.150, defining fair housing and its attributes;
    • 24 CFR § 5.151, establishing the obligation to affirmatively further fair housing; and
    • 24 CFR § 5.152, describing program participant responsibilities.

III. Affirmatively Furthering Fair Housing Commitment

Pursuant to 24 CFR § 5.151, the Town affirms that it will affirmatively further fair housing by taking meaningful actions that are rationally related to promoting one or more of the attributes of fair housing, as defined in 24 CFR § 5.150.

The Town’s actions shall be designed to address fair housing issues within its jurisdiction and shall be reasonable, achievable, and consistent with available resources and local conditions.

IV. Fair Housing Activities

To implement this administrative directive policy, the Town shall undertake fair housing activities that include, but are not limited to:

  • Providing fair housing information to residents, developers, property owners, and applicants for Town services by displaying the Equal Housing Opportunity Posters in the Planning, Zoning, and Building Department; and
  • Providing all program beneficiaries with a copy of federal or state Fair Housing brochures, if requested; and
  • Referring fair housing complaints to the appropriate federal, state, or local enforcement agencies.

VI. Administration and Oversight

The Town Manager or designee shall be responsible for overseeing implementation of this administrative directive policy and ensuring that Town departments carrying out housing, planning, zoning, land use, or community development functions act in a manner consistent with this administrative directive policy and applicable federal regulations.

VII. Effective Date

This policy shall take effect upon certification and shall remain in force unless amended or repealed by the Town Manager as of 1/28/2026 by Howard Tipton. To request a signed copy of the administrative directive, please submit a records request to the Town Clerk.
